    Mix the fish with the salt and black pepper. Leave it to rest while you prepare the caramel, about 15 minutes.

    Add the fish, fish sauce, soy sauce and water to the pot. Bring to a boil, then immediately lower the heat. Partially cover and simmer gently for about 30 minutes; spoon sauce over the fish during cooking and turn it carefully.
